New York — The General Assembly voted on Friday to establish a rotating observer bloc drawn from Horn of Africa states, granting them structured input on peacekeeping mandates that touch the region.
Diplomats described the vote as procedural but consequential: it institutionalizes what had been ad hoc consultation, and it comes as several missions in the region come up for renewal.
